Minister's introduction to the Statement of Intent.

Inland Revenue's traditional role of collecting tax revenue is central to the functioning of government. It collects over 80% of the revenue needed to fund government expenditure. 

That role has expanded in recent years, with Inland Revenue having taken on the additional role - sometimes shared with other departments - of administering several social policy programmes. They include child support, student loans, paid parental leave, Working for Families Tax Credits, and from 1 July 2007, KiwiSaver. 

It is to Inland Revenue's credit that it has been able to respond so effectively to these successive challenges.

Further pressures will be placed on the department in the 2007-08 year with the implementation of tax changes resulting from the Government's Business Tax Review and from the review of the tax rules relating to charitable giving. 

I am pleased to note that Inland Revenue is one of six government departments that are leading the way to achieving "carbon neutrality" for the whole of the public service from 2012. The lead group of six is already cutting carbon emissions by focusing on energy efficiency measures, transport and fuel economy and waste minimisation, and is expected to have carbon neutral plans in place by early 2008.

This Statement of Intent sets out the department's plans for helping the Government meet its economic and social policy goals and is consistent with the Government's policies and performance expectations.
