Choosing the right mix of interventions

We will deliver our outcomes by linking our "Managing for outcomes framework" to our planning methodology. This is the foundation for our planning processes - it helps to identify and prioritise the interventions and strategies that contribute to the outcomes. We will continue to refine our approach to select the right mix of interventions so that we achieve the results we want - see Figure 5.

The focus of choosing the right mix of interventions is to help our customers to meet their obligations of their own accord and receive their entitlements. Achieving the right mix also helps us to effectively and efficiently address compliance risks and improve voluntary compliance.

The selection of interventions is guided by Our Way Forward, the "Managing for outcomes framework" and our organisational and capability strategies. Together they help us to:

  • assess the priorities of our strategies, interventions and outputs
  • use our knowledge of our customers' needs and compliance issues
  • focus our thinking on interventions that will best deliver the results we want to achieve.

The outputs that we deliver have a strong focus on achieving the maximum impact on compliance. In our audit area for example, we consider a range of factors when selecting audit
cases. The factors range from assessing the risks to revenue through to identifying and addressing factors that impact on the integrity of the tax system and compliance levels. This
approach allows us to apply our compliance model[12] thinking when we respond to customer behaviour. This method gives us greater opportunities to analyse and deliver appropriate
interventions, particularly in areas of tax evasion, aggressive tax issue cases and in the management of our portfolio of customer debt.

We also monitor our progress and review how our mix of outputs contributes to our results. Our evaluation programme (described later in this section) systematically tests the results from programmes such as Working for Families Tax Credits and gives valuable feedback to support future planning cycles.
