Evaluation

Our evaluation programme reflects Inland Revenue's focus on new business and collaboration with other government agencies. Our Evaluation Unit tests the actual results of programmes against stated objectives and helps to increase our understanding of underlying factors that contribute to our interventions.

Large evaluation projects are usually carried out in phases over a number of years. Current major projects are:

Working for Families Tax Credits
This evaluation project, started in 2005, is being carried out jointly with the Ministry of Social Development. It looks at both the implementation and the outcomes of the initiative. In 2007-08 the focus will continue to be on quantitative analysis of the changes to eligible families' incomes and employment situations since the introduction of the in-work payment in 2006. The evaluation programme will be supported by a "second wave" of the survey of families in 2007.

KiwiSaver
This evaluation project will be carried out over several years in collaboration with The Treasury, the Ministry of Economic Development and Housing New Zealand Corporation. During 2007-09 we will focus on the implementation and delivery of KiwiSaver. It will assess which key features are generating the expected outcomes, analyse the scale and pattern of uptake, and broader issues such as the impact on saving habits, competitive superannuation markets and the financial sector. We have completed a review of the international literature relevant to designing ways of measuring the outcomes of the KiwiSaver programme.

Child Support
We cover two major areas of interest in this evaluation project: evaluation of the pilot programme which provides information for recently separated parents, and Child Support's three-year compliance and enforcement plan.
