Statement of Intent 2007-10: Part two - Strategic context

Introduction

We are striving to achieve our primary outcome of:

Improving the economic and social wellbeing of New Zealanders

New Zealand needs an effective and efficient tax administration to enable the Government to achieve its priorities. Inland Revenue collects over 85% of core Crown revenue and also delivers a wide range of government programmes that support family incomes and improve access to education. From 1 July 2007, Inland Revenue will also administer the KiwiSaver programme.

Inland Revenue's primary outcome is "improving the economic and social wellbeing of New Zealanders". The primary outcome is supported by two intermediate outcomes:

  • Revenue is available to fund government programmes through people meeting payment obligations of their own accord
  • People receive payments they are entitled to, enabling them to participate in society.

Inland Revenue's main business is:

  • advising government, with The Treasury, on tax policy and certain social policy measures
  • collecting payments for tax, child support and student loans
  • distributing payments such as tax refunds and rebates, Working for Families Tax Credits, child support and paid parental leave
  • being the central administrator for KiwiSaver (from 1 July 2007).
