Minister's foreword to the Statement of Intent.

Inland Revenue collects 89% of core Crown revenue and administers initiatives such as KiwiSaver and student loans; as a result, Inland Revenue's performance is closely linked to the Government's goals for New Zealanders.

In a global economy where business decisions and investment funds can rapidly shift to find the best opportunities, it is critical that Inland Revenue continues to perform as a modern, future-focused organisation administering a transparent and effective tax system.

Increasingly, in the area of compliance for example, Inland Revenue applies sophisticated risk analysis techniques to ensure it directs its resources and eff orts to the areas that will deliver maximum improvements.

Likewise, in designing the Government's tax policy, Inland Revenue consults with taxpayers and stakeholders at many steps along the way. Investing in this consultation at early stages in the design of the tax system pays off in legislation that is well understood and suited to the needs of New Zealand.

Along with many tax administrations worldwide, Inland Revenue has assumed responsibility for many policies outside its core tax function. As a result it touches people's lives in many ways. For the department, the growth in functions brings a heavy and growing workload.

I commend Inland Revenue for the way it delivers on each new challenge it is given. Its integrity and effectiveness are cornerstones of our economy.
