Part three - Key strategies and charter report: Developing our people and infrastructure

Developing our infrastructure

Our Information Technology (IT) environment and other infrastructure needs to support our business plan and the delivery of our services and outcomes, now and in the future.

Information technology strategy

We introduced our new IT strategy in 2006. It aims to improve our technology infrastructure and platforms to ensure that our technology environment can continue to support Inland Revenue's business. This year we aligned our strategy with Inland Revenue's other corporate strategies. We have made significant progress in the implementation of the changes that will support the strategy.

Transforming "FIRST"

Our current technology platform is based on FIRST (Future Inland Revenue System Technology) introduced in 1992. Our IT strategy outlines the need to transform FIRST into a platform that is easy-to-use, agile and easier to change to meet government's needs.

We are taking the first steps towards modernising FIRST by researching market capability and assessing the technical enablers to define and support FIRST transformation.

Portal infrastructure

Inland Revenue's new portal infrastructure was successfully rolled out this year. The portal infrastructure provides us with the technology to deliver better online services tailored to our customers' needs. Services which use the portal technology can be personalised to individual customers, are easier and more cost-effective to develop, and are able to make use of new developments in technology. KiwiSaver was the first service area to use the new portal technology.

We will start migrating Inland Revenue's existing e-services to the portal infrastructure during 2007-08.

Enterprise Resource Planning

In October 2006, we decided to integrate the functionality of our financial and human resources (HR) systems. This integration will be achieved by upgrading our current SAP financial system, adding in new HR and financial components. The new information management system will provide better information for decision making, reduce costs and improve efficiency. The first part of the system is expected to be operational in early 2008.

Addressing accommodation issues

We have developed a national, high-level design brief that sets general standards for future accommodation. The brief will help deliver modern, flexible work environments for Inland Revenue that are cost-effective and appropriate for our business needs.

Interior fitout is under way in our new Christchurch building. The project is due to be completed in March 2008. We have completed commercial negotiations for our future accommodation needs in Wellington. We are also developing a business case for our future accommodation needs in Auckland.
