Minister's Foreword and Statement of Responsibility

Inland Revenue collects over 80% of core Crown revenue, a role that is central to the functioning of government.

It also administers programmes such as KiwiSaver, student loans, child support and working for families tax credits.

The deteriorating economic and fiscal environment poses many challenges. Now, more than ever, it is critical that revenue flows are maintained. This makes it essential to have a good, cost-effective tax system - one that collects the necessary revenue efficiently and at minimal cost, meaning low economic costs, low compliance costs and low administrative costs. Therefore, it is important that Inland Revenue continues to perform as a modern, future-focused organisation administering a fair and efficient tax system.

To that end, there is an urgent need to improve Inland Revenue's administrative systems, which were designed for tax collection and have been progressively adapted over recent years to cope with the addition of various social policy programmes. These improvements are necessary to ensure that Inland Revenue remains an agile and efficient organisation, able to respond to the demands placed on it by this and future governments.

Inland Revenue must also find ways to work smarter and to do more for less, consistent with the government's goals for the public sector. I have every confidence that Inland Revenue will meet this and future challenges.

This Statement of Intent sets out Inland Revenue's plans for helping the government to meet its economic and social policy goals. I am satisfied that the information on future operating intentions provided by my department in this Statement of Intent is in accordance with sections 38, 40 and 41 of the Public Finance Act 1989 and is consistent with the policies and performance expectations of the government.
