Our business groups

Corporate Services

Corporate Services provides specialist advice and support to Inland Revenue on long-term strategic direction, corporate management policies and practices, and the development of our people capabilities.

It comprises:

  • Communications and Inquiry
  • Corporate Legal
  • Corporate Risk and Assurance
  • Finance and Planning
  • Human Resources

Policy Advice Division

The Policy Advice Division advises the New Zealand Government on all aspects of tax law and reform and on social policy measures that interact with the tax system. It drafts tax legislation, forecasts tax revenues, and negotiates, interprets and maintains New Zealand's network of double tax agreements with other countries.

It comprises:

Information, Design and Systems

Information, Design and Systems is responsible for the planning, operation and ongoing improvement of our core business and information technology systems.

It comprises:

  • Information and Knowledge Management
  • Enterprise Architecture

Service Delivery

Service Delivery provides information and services directly to Inland Revenue's customers to help them meet their tax obligations and manage their social entitlements. Service Delivery provides support to customers face-to-face, and manages contact via phone, correspondence and online channels. Service Delivery also develops new customer products; manages investigations, returns and arrears, and manages the Department's litigation.

Office of the Chief Tax Counsel

The Office of the Chief Tax Counsel's function is to maintain taxpayer confidence in the tax administration by providing guidance on the correct interpretation of the Inland Revenue Acts and other relevant laws, and by considering case law. The OCTC analyses and makes decisions on the matters referred to it by Inland Revenue, taxpayers and tax agents.

Business Transformation

The Business Transformation Group ensures that Inland Revenue has the organisational capabilities to deliver major changes to customer services, business processes and systems. Business transformation is a long-term programme across Inland Revenue that will make compliance faster, easier and less costly for customers; provide innovative online services, and allow the department to respond faster and more flexibly to future changes.

The Business Transformation Group works with the policy and delivery arms of Inland Revenue to design and implement major business change.
