In April 2025, Inland Revenue attended a meeting with representatives from the tobacco industry. 

Article 5.3 of the World Health Organisation Framework Convention on Tobacco Control, ratified by New Zealand, requires parties to be completely transparent when dealing with the tobacco industry.

The purpose of the meeting was to discuss the illicit trade of tobacco in New Zealand. Along with Inland Revenue officials, the meeting was attended by representatives from Imperial Tobacco and British American Tobacco.
